The US is keen to integrate the whole of the Caucasus region into its military structures, and only recently the Deputy Secretary of State, Richard Armitage, has been in Azerbaijan discussing military cooperation. The recent accession of Bulgaria and Romania to NATO, plus the impending "roses revolution" in Ukraine, mean that NATO is busy transforming the Black Sea into an American lake. So where oil and military strategy are at stake, democracy and the rule of law can go hang.
